EMPLOYMENT:
  • As the preceding graph shows, the Department of Defense (DoD) employed 209,857 people in Virginia in fiscal year (FY) 2006. In addition to this number, the state has more than 36,000 who are part- or full-time Reserver or National Guard.
  • In FY 2006, DoD active duty employment increased slightly over FY 2005, and civilian employment remained basically the same.
  • In FY 2005, the DoD began to include Navy and Marine Corps military personnel afloat as part of their numbers, resulting in the jump shown after FY 2004.
  • The Commonwealth's total civilian and military employment grew a modest 1.8 percent in FY 2006.
  • Nationally, there was little change overall.
  • Again, the addition of 42,000 Navy and Marine Corps military personnel afloat added to the DoD's reporting accounts for FY 2005 accounts for the large jump shown.
  • The Navy, in combination with the Marine Corps, is the largest service branch in Virginia, accounting for more than 60 percent of total DoD employment.
  • Army employment accounts for over 20 percent of total DoD employment.
  • Other, non-branch specific, defense activities account for about 10 percent of total DoD employment.
  • Air Force employment accounts for less than 10 percent of total DoD employment. All but a few hundred of the Air Force’s employment is in Hampton Roads and Northern Virginia, with over 58 percent at Langley AFB.

  • Virginia ranks first in the nation for overall DoD employment and civilian DoD employment, and second for active duty employment. California, a state nearly five-times as large, takes a slight advantage when Reserve and National Guard troops are included.
  • Nearly 6 percent of Virginia's workforce is DoD.
  • The top ten states for total DoD employment account for nearly 63% of nationwide defense employment.
  • The Hampton Roads area contains the largest share by far, 59 percent, of Virginia’s DoD employment.
  • Northern Virginia, home to the Pentagon, accounts for 25 percent of the state’s Department of Defense employment.
EXPENDITURES:
  • Virginia accounted for more than $46 billion of aggregate DoD expenditures in FY 2006, a close second to California.
  • On a per capita basis, Virginia is second only to the District of Columbia.
  • 63 percent of the $46 billion that the DoD spent in Virginia in FY 2006 was for contracts. Another 36 percent was for payroll, and the remainder was money granted by the DoD for a variety of programs.
  • Virginia receives the highest amount of DoD spending on payroll ($16.7 billion) in the nation, and was second only to California for contracts ($29.2 billion to $32.1 billion).
  • DoD spent nearly $5 billion in Norfolk in FY 2005, making it the location with the single largest share of DoD expenditures in Virginia.
  • The Hampton Roads area and Northern Virginia, not surprinsingly, account for a majority of DoD spending in the Commonwealth.
  • Other locations, not listed here, account for an additional $17.9 billion in expenditures throughout Virginia.
