   Military Strategic Response Fund

The Military Strategic Response Fund was established during the 2006 Session of the Virginia General assembly to…“Assist impacted Virginia localities in funding needs associated with the implementation and response to the recommendations of the 2005 Base Realignment and Closure Commission (BRAC) which were subsequently agreed to by the President and the United States Congress.” -Virginia Budget Bill 2006

During fiscal year 2007-2008, the governor reviewed 37 grant applications and approved 19 awards from the fund ranging from $40,000 to $7.5 million. All projects are fully supported by local governing bodies. Grants were awarded for planning and implementation efforts in the areas of transportation, force protection, public infrastructure, environmental issues, encroachment, workforce transition, and historic preservation.

Additional funding was earmarked in fiscal year 2009-2010 for encroachment mitigation at Naval Air Station Oceana, preservation of the Defense Advanced Research Projects Agency (DARPA) facility in Arlington, and transportation improvements outside two gates at Fort Lee; and in fiscal year 2011 to continue encroachment mitigation efforts at Oceana in Virginia Beach.
